to go to brazil six months ago, if you told me the u.s. had just run faster, -- grown faster, 2.7%, we're expecting the u.s. economy to grow to%. the reason i raise this is to go down there and talk to policy makers and business people. we could have more taxes here, more regulation there. a little more cost of labor here. and a fair amount of uncertainty and take on one of the great economic miracles. they understand this thing they have a great economy growing rapidly is fragile and requires government to facilitate rather than later uncertainty. that is almost like a test tube of forcing. we had a time in which we had a huge amount of uncertainty. comes from -- some comes from government action. we had an aggressive regulatory agenda. we have not made a certain investments we have made. you add that up and you have a period in which businesses are operating under huge weight. creates the conditions under which businesses can operate in intellectual freedom. among the things government can do is create the conditions under which cost [no audio] to allow businesses to innovate. >> one
. to start us down the road of making our children safer by treating children's gun safety like their auto safety. all the air bags, anti-drunk driving campaigns, child seats, driver education, careful licensing, it slashed the accident rate but it didn't eliminate them altogether. we can't imagine a world without these protections for our families. let's see if we can imagine a world where our children are safer from gun violence. and then make it happen. the speaker pro tempore: the gentleman yields. the chair recognizes the gentleman from pennsylvania, mr. murphy, for five minutes. mr. murphy: madam speaker, i rise today with a heavy heart, to honor petty officer nicholas , a person who sacrificed his life in the most honorable of ways, to protect and save the life of another human being. his life was a testament to the core values of the united states navy, honor, courage and commitment. on december 9, twelve, pet -- 2012, the petty officer rescued ar kidnapped american doctor from the taliban near kabul. a veteran of the iraq war and a decorated navy seal, the petty officer died durin
passed in may but it's an important support program to make sure that the most vulnerable among us are cared for and they can bounce back up. it's one of those programs where we try to reach out, mr. speaker, not to prop folks up but to give them a hand up so that they can succeed. . these programs face a 35% cut. why is that? in the two years you and i have been here, mr. speaker, we have seen discretionary spending, it started in 2010 at some of the highest levels in american history. you and i in a bipartisan way brought it down in 2011. we brought it down again in 2012. and we brought it down again for f.y. 2013. i open up those newspapers, mr. speaker, folks talk about how there is no agreement here. folks are arguing and fighting with each other. in a bipartisan way this house, that senate, and our president has seen discretionary spending drop three years in a row. never before in my lifetime have we seen such a thing. i credit this body with being a driving force in that because we were elected by the american people who want to see their fiscal bucks put back in order, but

the best. don't be a stranger. we are counting on you to continue to inspire us and may god go with you. >> i'd like to now recognize the representative from northern missouri, mr. graves. mr. graves: thank you very much. mr. speaker, i rise to recognize the distinguished service of my neighbor to the north, congressman leonard boswell. and was just pointed out, he was born in missouri's sixth congressional district which is the district i represent in harrison county. that's a fact that's probably dogged him throughout his career in iowa politics. we are very happy to have him actually born there. i got to know leonard through his hard work on matters related to aviation. and as has been pointed out today, leonard is a former military helicopter pilot but he later got his fixed rns and most recently been flying a comanche and zoneth. he's been a great a -- zenith. he's been a great advocate for aviation. i have worked on countless pieces of legislation to advance the interests of aviation. in the f.a.a. re-authorization which we just finished this year, parts of last year, there was im
gdp, the entire economic output of the u.s. they have come down a little bit. economists think to be sustainable, budget deficits have to be in the range of 3% of economic output or a lower. the focus of this effort to reduce deficits now is on getting them, in the federal budget deficit to the range of 3% or so. that is what i mean when i say policymakers are not trying to get rid of the budget deficits. given the economic weakness, a little bit of deficit spending is probably not a terrible thing, at least in the eyes of some budget economists. i think there would be comfort in washington around 3% of gdp. getting there is a big challenge. there are problems with medicare and social security. they are facing big deficit situations. host: what motivates the creation of deductions? what about the other incentives? mortgage deduction it to encourage people to buy a home. guest: some of the deductions have been around forever, since the invention of the income tax. there has always been a deduction for interest that you paid. the government didn't think it could distinguish betwe
against the u.s. skimping on care. host: this from sasha -- guest: that is one proposal that gets floated by democrats. medicare part d bargains for drugs. i do not know -- i do not think it would be a cure all, the one proposal that would fix everything. democrats think it would reduce the cost of medicare. host: is there a plan b? guest: we have seen them as the january 1 deadline before and get 30-day extensions. at some point they were working without an extension. medicare told doctors to hold off on submitting your claims for a little bit. that is a situation we have ended up in before. if we're talking months, we're talking about big pay cuts for medicare doctors. that would be uncharted territory. host: joe from arizona on the republican line. caller: good morning. if we look at it logically, sarah is on the right track. we have become a society with honesty as a technicality. you can get more money but you break the law. our society -- you need to stop your people on the show, politicians and say, i asked you a question and you didn't answer it. this is why the doctors in medicar
military. and so when i see raises for the troops it pleases i think all of us. i'm concerned about the afghanistan timeline. i had hoped that it could be expedited. i certainly do commend the iron dome because we saw it work with respect to israel. i question however the drones that may have collateral damage. but i do think it's important that this bill does in fact make a commitment to protecting the women and children of afghanistan, responds to the issues dealing with sexual assault against military personnel and particularly women and it's strong on iran sanctions. . i rise today as well because when we talk about people we talk about men and women in the united states military, we talk about their health. yesterday in the rules committee i raised this point and i raise it again, i'm going to support this bill because i think it will make a leap of faith commitment to finding the cause of triple negative breast cancer. they are usually of a higher grade and size, onset at a younger age, more aggressive, and more likely to metastasize. the survival rate for breast cancer may ha
of default at the time. what happened in 2011, as we all know because we all lived it, most of us in this room, was the threat of default, a willingness expressed by many to see the american economy under default and with all the consequent impacts on the global economy and on the american middle class. . in order to do that and was enormously damaging to consumer confidence. we were downgraded famously and it is a testament to the american people and the american economy and the american business and some of the success we have had working with the congress that we have been able to rebound and the economy continues to grow and create jobs but that was a self-inflicted wound and we can't have that nonsense anymore. >> ok for people to engage in that kind of nonsense -- >> i appreciate the question and i refer you to my comments back then. >> people voting the way obama did. >> what happened in 2011, republicans in congress demanded and said they would let america default if they did not get the items on their agenda. that was consequential and unprecedented and the result was bad
.d.p. if we fail to act. this is why many of us have called for action. it was six years ago this month that senator greg and i first came up with a commission to address the debt. that eventually led to the president naming the simpson bowles commission. -- its part son report bipartisan report recommended 40 trillion in deficit reduction. we need to stabilize the debt and work it down is a package of about $4 trillion over ten years. here we are today, december 19, and these law changes which i referenced earlier, the end of the bush era tax cuts, the dreaded sequester, across the board cuts of $1.2 trillion in spending will begin to take effect the first of next year. the good news is the white house and republicans have been trading proposals and at least yesterday appeared to be moving closer together. i would have much preferred that they would be talking about a bigger package than they've discussed but nonetheless to reach a package that would resolve some of these issues would be an important step forward and i think help promote certainty that would be important to our economy
everything to try to hold on. and yet, here is the u.s. senate saying, hey, it's okay that we're not helping you now because you know what? we're going to help you in the farm bill. well, where is the farm bill? it's not on the president's desk. it isn't in route to the president's desk. it hasn't even been brought up on the floor of the u.s. house. a bipartisan group of senators in this body approved a farm bill and had the disaster relief for our ranchers and farmers in it and sent it over to the house, and it's never been discussed. that is completely unacceptable. it is a moral failure to leave those struck by disaster stranded. well, tonight 55 senators agree it is unacceptable. we should help right now. but you know what? under the budget point of order that was put forward, you needed 60 votes. we needed 60 votes tonight to help our ranchers and farmers. we only had 55. now here's the interesting thing. this budget point of order is supposed to be about saving money, but this body already approved all of those disaster relief programs in the farm bill. and when that farm bill is done,

in the courthouse when d.n.a. started coming into be used at the courthouse. prior to that many law enforcement and prosecutors had to rely on blood samples and fingerprints, but once d.n.a. came in and we learned everybody has a unique genetic makeup and it can be connected and traced to perpetrators of crime when they commit a crime, especially in sexual assault cases. and convictions have gone up. the evidence is better. the proof beyond a reasonable doubt is much more available in d.n.a. cases. in 1985, there was a 13-year-old girl named lavenia masters. she lived in dallas, texas. she told her folks good night. she went to her bedroom which should be, mr. speaker, the safest place on earth for children -- went to sleep and during the middle of the night she was woken up by an outlaw putting a knife to her throat and he sexually assaulted her. then he snuck away in the darkness of the night. that was in 1985. she went to the hospital. her parents took care of her medical needs. d.n.a. evidence was taken from her. it was given to the law enforcement authorities, but that d.n.a. evidence from

it is the gas tax that goes to building roads and highways that people use every day but not realizing that they are paying for that. a variety of other things that people use that the tax system paid for but not realizing that connection. so the whole idea you bring up, stephen, that you believe that -- to connect the taxes they are paying with what they are getting in some respects, i agree with you and that is one of the challenges. on the first point, i take exception to you saying that my request for raising the cap on social security is a knee-jerk reaction. knee-jerk reaction is a description of somebody just sort of making a decision without thinking about it. i have put a lot of thought on the issue. you and i may disagree on the best solution but i put a lot of thought into it and i think it is the best solution. it may be a solution i am not successful at achieving in terms of a final deal. but if you want to look at the long-term solvency of social security, it is a great way to address it. >> -- host: just a few thoughts, first from our facebook page from a viewer. guest:

we have been talking with retiring congressional members. join us later tonight for a sixth-down we recently had with nebraska democratic senator ben nelson. he served two terms and was part of the so-called gang of 14. that is at 8:00 p.m. eastern here on c-span. here is a brief look. >> what is your thought about the art of compromise and how much it is now viewed in this city? >> well, you know, is valued to talk about it. everybody back home want people to come back to washington and work together. and then they send people back here who have committed not to work together. that makes it very difficult. if you have in the senate in block of individuals who will not compromise and think of compromise as a for that -- as a four-letter word, which is not, then it becomes difficult to merge ideas and find compromises and accommodations in process or implementation as opposed to your principles. no one is asked to compromise his or her principles when you are talking about compromise. maybe how you go about doing something, not exactly eliminating your view about one thing or another

, we want to negotiate something, figure it out and send it to us. someone is going to have to move. the question is, who? the president met with senate majority leader harry reid before going to hawaii and his offer was to extend the tax cuts for incomes under $250,000, extend unemployment insurance benefits, and the lady across -- and then delay the across the board automatic cuts that are supposed to start january 1. that seems to be a non starter with republicans. it's hard to see where we go from here. host: have they been talking over the christmas break at all? also, one has been the role of -- what has been the role of senator mitch mcconnell? guest: the line that comes from the speakers office all the time is the line of communication remain open. i don't know how much talking they did as the president was in hawaii spending time with his family and the speaker was back home in ohio, i believe. i don't know that for sure. everyone was doing their family time and not really working that significantly on something. i think there was probably some minimal conversation, but no
